The World Bank Group aims to strengthenthe enabling environment for the development of PPPs and enhance the capacityof both the National Directorate for PPPs (NDPPP) and the line ministries inTimor-Leste. It aims to reinforce the existing framework for PPPs inTimor-Leste by improving the institutional, legal, and regulatory framework andPPP project-specific legislation. It also sets realistic expectations for theachievement of PPP transactions. Theproposed activity has three main components aligned with the focus areas:1. Identification andassessment of potential projects for the short and medium-term 2. Advisory Support toDNPPP including organizational, capacity building, and coordination of services. 3. Identifying and addressing gaps in theinstitutional framework for PPPs to streamline the process of bringing PPPs tomarket and enabling the success of PPP transactions (including small-scale PPPs) andprepare a detailed outline for the new PPP regulation to be approved by theGovernment. In the short term, this support will focuson enhancing the capabilities of the DNPPP and identifying potential PPPprojects to be advanced. In the long term, once the procedures and documenttemplates are developed, this support will facilitate successful private sectorparticipation in infrastructure projects and services, resulting in moreefficient assessment, decision-making, processing, and implementation of PPPtenders /projects, and consequently leading to improved project outcomes andeconomic growth for Timor-Leste. Theproject will pay particular attention to gender, environmental and climate issues.As such the use of PPIAF existing documents and toolkits will be mandatory. Inconducting the analyses that are part of this TORs, the consultant will providean opinion on whether or not their recommendations have any positive ornegative impacts on gender and whether gender is a relevant consideration inany of the above assessments.
