* Conduct site validation
* Conduct trail assessment
* Mapping of selected priority sites
* Identify key stakeholders and partners who will be part of the planning committee
* Conduct consultation activities in the priority sites
* Identify issues and concerns pertaining to the development of a healthy community tourism industry
* Conduct tourism risk assessment for all priority sites
* Identify mitigating measures to address vulnerability of sites from identified hazards
* Identify possible interventions that will address current issues and recommend programs, projects, and activities
* Conduct value chain analysis to determine how the marginalized sector can have an active part in community tourism development
* Facilitate a 3-day planning workshop where the following will be derived:
- Validation of the current vision of the municipality for tourism
- Goals and objectives
- Tourism product concepts for each priority sites
*Submission of final documents
