PURPOSE: The Minnesota Department of Administration requests Contractor proposals to furnish and deliver three (3) Marine Sonic Technology - Sea Scan ARC Explorer Mk II (or State Approved Equal) towed side-scan sonar systems with tow cable, and keel weight for the Minnesota Department of Natural Resources (DNR). The proposed cost must include two days of operator training that includes, but is not limited to, equipment operation, mounting, removal, and safety. The DNR will use the systems for search and recovery operations. SPECIFICATIONS: Please review the Sample Contract Exhibit C: for Duties, and Scope of Work; as well as Attachment F: Specifications and System Capability Requirements, attached to this solicitation. QUESTIONS/CLARIFICATIONS: Any questions and/or clarifications in regard to the solicitation response must be made in writing by email to John Roth (john.h.roth@state.mn.us) by April 2, 2024, no later than 3:00 p.m. CT. If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the RFP, they must immediately notify the Buyer in writing of such error and request modification or clarification of the document. Responders are not to contact anyone within any other State Agency regarding this solicitation. The State is not obligated to answer questions submitted after the questions/clarifications due date and time. PRE-APPROVED EQUIVALENT REQUEST DEADLINE AND PROCESS: Request must be in writing by email to John H. Roth at (john.h.roth@state.mn.us) no later than April 2, 2024, by 3:00 p.m. CT. Requests for approval of a proposed equivalent must include: product description, the make and model, and a product data or specification sheet from the manufacturer. The State reserves the right to request additional information about a product proposed as an equivalent.
