Transport
Description:
Twence regularly needs transport in various fields and, in addition to the transport agreements it has concluded or has yet to conclude, uses a Dynamic Purchase System, hereinafter referred to as DAS.
Applications for the DAS is managed by the supply and demand platform of Negometrix. As soon as Twence has a need for a specific transport, for which Twence has not already concluded another agreement, the request will be published via the DAS.
In order to be eligible for transport orders from Twence, we ask parties to register once on the Negometrix platform.
This concerns, among other things, transports for the sale of the Twence residuals, which must be transported to various (final) processors both nationally and internationally. The transport takes place, among other things, but not exclusively with;
containers
Tippers
Walking Floors
curtainsiders
bulk transport
In order to realize these transports, conditions are set for both the vehicle and the driver.
In addition to transport by road, it is also possible that the delivery address is accessible by water and the material can/must be unloaded via an unloading quay.
A DAS proceeds in two phases
In the first phase, Twence will place a simplified contract notice, stating that the tender will be carried out in accordance with a DAS.
Subsequently, every relevant entrepreneur can submit a request to participate via the electronic tender platform during the entire term of the DAS.
The Contracting Authority will assess these requests to participate and if they are complete and, moreover, meet the suitability requirements/criteria, they will be admitted to the DAS.
In the second phase, Twence organizes the invitations to tender for the 'further inquiry' between the Tenderers admitted to the DAS on the basis of a request for quotation. During a request for quotation, these Tenderers will be informed of which criteria apply to the (partial) offers and which will be assessed in order to be awarded the contract.
Tenderers who have been admitted to the DAS have no guarantee to carry out a transport. They only have the guarantee that they have the option, during the entire term, to submit a quotation in the event of a contracting authority's need (a so-called mini competition).
Twence reserves the right to add and/or change subject areas at a later date. Additions and/or changes will be published on Negometrix and TenderNed, so that already qualified Tenderers and other parties suitable for the new fields can apply for these (or other) fields. Registration on the Negometrix platform can take place at any time.
Whenever it is intended to place an order, a request for quotation is sent via Negometrix to all Tenderers who are qualified for the specific field on the Twence DAS platform. The Tenderer can decide whether or not to compete for each published transprot order.
