TRUTHS (Traceable Radiometry Underpinning Terrestrial- and Helio- Studies) is an Element of the European Earth Watch Programme approved at 178th PB-EO (ESA/PB-EO (2019)31) for submission at CM19+ as a new Element, called “TRUTHS”. TRUTHS (Traceable Radiometry Underpinning Terrestrial- and Helio- Studies - is an operational climate mission, aiming to enhance by an order-of-magnitude our ability to estimate the Earth radiation budget through direct measurements and to establish a ‘metrology laboratory in space- to create a fiducial (International System of units - SI traceable) reference data set to cross-calibrate other sensors and improve the quality of their measurements. The TRUTHS Mission aims at measuring the incoming & outgoing energy from the climate system, including the spectral fingerprint needed to observationally attribute climate processes, with an accuracy needed to detect climate trends in the shortest possible time. The TRUTHS Mission has been authorised as part of the European Earth Watch Programme [ESA/PB-EO (2022)18 rev1] to start its Phase B2/Advance C implementation while authorisation to implement Phase C/D/E1 is subject to the availability of funding and authorisation at C-MiN 2025. Airbus Defence and Space has been selected by ESA as the Prime Contractor for Phase B2 with a mandatory option for Advance C. The TRUTHS payload instrument consists of three synergetic optical subsystems: a Hyperspectral Imaging Spectrometer (HIS), a Cryogenic Absolute Solar Radiometer (CSAR) and an On-Board Calibration System (OBCS). The On-Board Calibration System (OBCS), consists of 4 constituent subsystems: the Solar PolyChromator (SPC), the Light Distribution Wheel (LDW), the HIS Pointing Assembly (HPA) and the Double Integrating Sphere Assembly (DISA). Together these act to transfer the calibration from the CSAR to the HIS, to achieve the unprecedented radiometric accuracy of the TRUTHS payload, and provide the Solar Spectral Irradiance (SSI) input to the HIS. The HIS Pointing Assembly (HPA) is a simple yet important subsystem which toggles the viewing path of the HIS between the calibration system elements and the Nadir port viewing the Earth. The HPA is mounted on the calibration support bench via a metallic support structure and houses a mechanism and mirrors that directs the sunlight source to the Hyperspectral Imaging Spectrometer mirror It consists of 2 large flat folding mirrors operated to point in 4 positions Earth Calibrating Integrating Sphere (CIS) Calibration Path HIS Source Converter (SC) Calibration Path HIS closed Each of the calibration subsystems including the HPA requires individual pointing requirements over the respective calibration timescales. The Invitation To Tender will be addressed to economic operators (including those deemed to act as Subcontractors) whose registered office is established in such Member and Associated States which, by the time of the Contract award decision, will be a participating State in the ESA TRUTHS Mission.
