Collier County is a U.S. Department of Housing and Urban Development (HUD) entitlement community. These services are required to complete all HOME underwriting projects for our FY 20-21, 21-22, 22-23, 23-24 and 24-25, HOME technical assistance and HOME utility analysis for all grants to begin June 1, 2024 or once a vendor is selected. HOME projects have very rigid requirements therefore in order to ensure compliance, we engage the services of a consultant. The consultant may perform credit underwriting, subsidy layering, cost allocations, market study reviews, and any other necessary/requested services related to underwriting compliance for the County on the different sub-recipients and the projects those sub-recipients have been awarded by the County, as well as ongoing technical assistance. This process helps protect the County and HUD from providing funding to an agency that is not financially stable or whose future financial stability is in question. This service will be used to underwrite the project prior to award and during the Purchase Order period should there be a need. The vendor will also provide a HOME utility analysis on or about July 1, 2024. The utility analysis requirement at §92.252(d) in the HOME Rule is applicable to all rental projects to which HOME funds were committed on or after August 23, 2013. The County is required to establish maximum monthly analysis for utilities and services (excluding telephone) and to update the analysis annually. The HOME Rule requires PJs to use the HUD Utility Schedule Model (HUSM) or otherwise determine the utility analysis for the project based on the type of utilities used at the project.
