Country: MADAGASCAR Description of the mission: Justification of the need for the mission The development of this PRD is part of compliance with legislative provisions and in the efforts to empower and empower CTDs enshrined in the National Decentralization Plan Emergente. Also, given the obsolete nature of the former PRD, it is important to provide the Region fairly quickly with a tool for prioritizing and programming social and economic investments in the light of the investment packages identified during the prioritization of SDGs. This process constituteswill be a means of bringing together local initiatives and dynamics and has a triple function: o a function of "reappropriation" of their space by residents. The process of constructing a PRD allows them to read their territory by objectifying its ecological situation, their economic capacities.omics, the nature of their internal relationships; o a "restructuring" function. The PRD allows the population groups of the territory to determine their objectives with regard to the technical, human and financial means at their disposal; o a "reference" function. The PRD constitutes areference framework both for the populations and for the local authorities. It serves as a contract between the different parties concerned by the actions carried out in the area. OBJECTIVES Contribute to the technical management and facilitation of all stages aimed at providing the Region with a newwater PRD aligned with the SDGs and the 2030 Agenda. SPECIFIC OBJECTIVES Specifically, the consultation aims to: o Lead awareness and consultation processes: ▪ Through a workshop at the level of the 07 Districts, Summarize and take into account expectations expressed bydevelopment actors in the Region (CTD, STD, CSO, traditional and religious leaders, women's and youth associations, private sector, etc.) ▪ Raise awareness among local actors on the link between the 2030 agenda, the SDGs and the PRD o Lead the information collection and diag processesnostic, analyses, participatory prioritization ▪ Analyze the regional components of the strategies of sectoral ministries. ▪ Participate in the collection of secondary information relating to the PRD ▪ Organize participatory diagnostics in the districts of the region ▪ Updatethe development diagnosis of the Region based on the analyzes carried out during the SDG localization process ▪ Participate in the development of the diagnostic report, in particular its writing o Structuring the elements and defining the versions of the PRD ▪ Gathering the prioritiess of the region in terms of vision, orientation and identified needs ▪ Update the Regional Development Plan of the Atsinanana Region taking into account the results of the localization of the SDGs, determine the activities, planning, results, the indicators, the partnerspotential investments and budgeting public investment plans ▪ Support regional teams in drafting the PRD document up to date with the PIPs and the responsibility charter as well as a resource mobilization plan ▪ Drafting and restitution of the PRD ▪ Validation of the PRD Approachof implementation: The consultation will be implemented with the following approaches: o Keeping the SDGs as a central element by adopting an integrated and systemic approach by establishing the interactions between catalytic, accelerator and endpoint SDGs. o Close collaboration with the TeamRegional Technique, which will be put in place by the Governorate. This team will serve as a technical and scientific committee to supervise the diagnosis, planning and start-up phases of PRD implementation. Its composition will be defined in agreement with the Region with, if possible, the presenceRepresentative of the Region, CTDs, STDs, local stakeholders for information purposes only: § The Secretary General of the Region § The Director of Infrastructure and Development § The Regional Budget and Planning Service § Representative of the Ministry of Decentralizationon o Pragmatism of the development actions to be implemented: i) A broad, ambitious and proactive framework ii) readjusted according to the fiscal potential and resource mobilization iii) with arbitrations on realistic actions with regard to the identified fiscal potential o Start from the mapping of the actors to identify all the actors identify the contribution of each development actor to the implementation of this plan Raise awareness and train the actors for full appropriation Adopt a development plan that is usable and intelligible by the Regional Staff and worker an approach to building the capacity of all implementation actors throughout the process for empowerment, ownership and leadership for implementation Mission period/services (if applicable): The service will last 40 working days spreadover several months (forecast 3 months) The proposal must be submitted directly to the portal no later than the deadline indicated: March 22, 2024 Any request for clarification must be sent in writing via the messaging functionality of the portal.
