Country: MADAGASCAR Mission description: Context As part of the implementation of its regional development strategy, the Atsinanana Region has developed its Regional Development Plan for the period 2020-2023 and has embarked on an approach to achievement of Development ObjectivesSustainable Development (SDG) by 2030. To do this, in 2021, under the coordination of UNDP, the region carried out the process of localizing the SDGs. On April 7, 2022, the Atsinanana Region with the Normandy Region, the 2IDHP and the United Nations signed a joint declaratione to cooperate, followed by a consultation workshop organized in Toamasina, from June 7 to 9, 2022, in the presence of UN agencies for the identification of priority and non-exclusive themes. To this end, a road map and a localization project for the cooperation framework plan weredeveloped by the four parties in partnership with the Delegation for External Action of Territorial Communities (DAECT) at the French Ministry of Europe and Foreign Affairs. The objective of the Project is to support the implementation of the quadripartite partnership with a view toContribute to accelerating the achievement of sustainable development objectives in the Atsinanana Region. The specific objectives revolve around four points: (i) a cooperation framework between the SNU, the Atsinanana Region, the Normandy Region and the associated International Institute of DHPsa three-year rolling investment plan until 2030 is established; (ii) a mechanism for mobilizing resources and partners is established and validated; (iii) coordination and monitoring-evaluation of the implementation of the cooperation framework are ensured; (iv) a joint package of activitiesemergency measures will be implemented from 2023 to address priorities linked to post-crisis recovery: health and climate. Specifically as part of the urgent actions to be implemented within the framework of this partnership, it was identified by the Region, under the authority of the Governor, the initiativeupdating the PRD of the Region. This will involve carrying out an in-depth update of the current PRD, drawing inspiration from the SDG localization report, in particular the integrated intervention packages, to ensure a transformative and catalytic role for the Region; while taking into account the03 pillars of the EMP including human capital, industrialization and good governance. The challenge is to provide the Region with a tool aligned with the SDGs and unifying all the actions of partners and stakeholders operating in the Region, thus strengthening its role as project manager of the SDGs.regional development. To do this, UNDP, which is facilitating the implementation of this partnership, plans to recruit a pair of consultants who will work in a concerted manner to support the Region during this process. The Regional Planning Consultant is the head of mission. The local finance consultant will work in collaboration with him. These TORs frame the consultation of the SDG Local Finance Consultant. Justification of the need for the mission The development of this PRD is in compliance with legislative provisions and ins the efforts of empowerment and accountability of the CTDs enshrined in the National Emerging Decentralization Plan. Also, given the obsolete nature of the former PRD, it is important to provide the Region fairly quickly with a tool for prioritizing and programming social investments.x and economic in the light of the investment packages identified when prioritizing the SDGs. This process will constitute a means of bringing together local initiatives and dynamics and has a triple function: o a function of "reappropriation" of their space by residents. Approachconstruction of a PRD allows them to read their territory by objectifying its ecological situation, their economic capacities, the nature of their internal relations; o a "restructuring" function. The PRD allows the population groups of the territory to determine their objectives for the regard the technical, human and financial means at their disposal; o a "reference" function. The PRD constitutes a reference framework both for the populations and for the local authorities. It serves as a contract between the different parties concerned by the actions carried out in the area. OOBJECTIVES Contribute to the technical management and facilitation of all stages aimed at providing the Region with a new PRD aligned with the SDGs and the 2030 Agenda. SPECIFIC OBJECTIVES Specifically, the consultation aims to: o Lead awareness-raising processes and concertion: ▪ Through a workshop at the level of the 07 Districts, Synthesize and take into account the expectations expressed by the development actors of the Region (CTD, STD, CSO, traditional and religious leaders, women's and youth associations, private sector etc…) ▪ Raise awareness among stakeholderss local on the link between the 2030 agenda, the SDGs and the PRD o Lead the processes of information collection, diagnosis, analysis, participatory prioritization ▪ Analyze the regional components of the strategies of sectoral ministries. ▪ Participate in the collection of informationsecondary issues relating to the PRD ▪ Organize participatory diagnostics in the districts of the region ▪ Update the development diagnosis of the Region based on the analyzes carried out during the SDG localization process ▪ Participate in the development of the diagnostic reportstic, in particular its drafting o Structure the elements and define the versions of the PRD ▪ Gather the priorities of the region in terms of vision, orientation and identified needs ▪ Update the Regional Development Plan of the Atsinanana Region taking into account income statementats the location of the SDGs, determine activities, planning, results, indicators, potential partners and budget public investment plans ▪ Support regional teams in drafting the PRD document up to date with the PIPs and the charter of responsibilitybility as well as a resource mobilization plan ▪ Drafting and restitution of the PRD Validation of the PRD Implementation approach: The consultation will be implemented with the following approaches: o Keep the SDGs as a central element by adopting an integrated and systemic approach in eestablishing the interactions between catalytic, accelerator and final SDGs. o Close collaboration with the Regional Technical Team, which will be set up by the Governorate. This team will serve as a technical and scientific committee to supervise the diagnosis, planning and implementation phases.start of the implementation of the PRD.
