TERMS OF REFERENCE FOR INSTITUTIONAL CONTRACT Title of the assignmentTo provide Cafeteria Service covering breakfast, lunch, tea-coffee and snacks at UNICEF Bangladesh Country Office.PurposeUNICEF Bangladesh intends to establish Long Term Arrangement (LTA) with a reputable and well experienced company having the capacity to operate cafeteria (from their own kitchen or outlet) with the provision of serving breakfast, lunch, varieties of beverages like, fresh fruit juice, shakes, tea, coffee and snacks at UNICEF Dhaka office premises. Background UNICEF-Bangladesh Country Office has anapproximate number of 250 staff members and a good number of outsourced personnel. Also, a good number of guests visit the UNICEF Country Office on daily basis. UNICEF requires to engage an outsourced service provider for day to day running of a cafeteria. The service provider is expected to work asa service provider for breakfast, lunch, tea, coffee, juice, snacks, etc., for staff members during normal working hours and for in-house and outside events. The staff members will pay by themselves as per actual consumption basis. UNICEF will provide adequate space, utility, utensils, storage, major equipment, and other facilities to serve the food in the canteen area on the ground floor of UNICEF House. The necessary major utensils and food serving dishes (warmer) will be provided by the service provider. 2. Objectives, Purpose and Expected Results The purpose of this TOR is to select and establish long-term arrangements (LTA) with qualified catering service provider to render efficient, effective services to provide hygienic, and good quality full range food items for the cafeteria of UNICEF Dhaka. The range of services should cover: Breakfast in the cafeteria. Provide lunch in the cafeteria and in the UINCEF events at the office and outside. Tea, coffee, and snacks in the cafeteria throughout the work days and for UNICEF events at the office and outside. 3. Description of Assignment Opening hours and UN Holidays: The recommended opening hours are: 07.00 hours to 17.30 hours (Sunday to Thursday except UN holidays). Lunch and snacks must be provided every day of the year, except Fridays, Saturdays, and any UNICEF specific holidays. The list of UNICEF holidays will be provided to the service provider at the beginning of the year. Payment at the canteen: The staff members/customers will make payments directly at the counter either by card or cash, which should be managed by the service provider. For any official order payment will be made through bank transfer following UNICEF standard (within 30 days after receiving the invoice). Fully range catering service should be provided outside the venue both for package/boxed food or served on tables Additional information In addition, UNICEF BCO hosts a large number of meetings that require specific hospitality requirements. Such events are pre-planned and requests are made in advance for special requirements. Price The service provider should offer the Price List of Items which should be attractive and affordable for all types or levels of customers. Where applicable, the price list may indicate the food size like half plat, full plate, or weight/size, etc. Prices submitted in response to this tender must be inclusive of all costs involved in the performance of the contractor (e.g. to include delivery, supply, and installation of required equipment, their maintenance, serving staff, account holder etc.). 4. Deliverables The main task is to offer regular lunches and wide range of savoury snacks to UNICEFstaff/visitors. In case of serving VIPs, high level mission and visitors, it is important to appoint well trained staff with good manner. The service provider needs to understand what type of crockeries to be used for different occasions and purpose, such as for small or big meetings, high level/VIPmeetings arranged at UNICEF premises and outside events. Menus should include: Bangladeshi Continental (French and Mediterranean) Indian Oriental (Chinese, Thai, Japanese) Cold beverages: bottled and canned fizzy drinks. A range of fresh fruit juices, etc. Selection of fresh fruits, salads, etc. Sandwiches (including paninis), rolls, French fries (fresh not frozen); Hamburgers; Club and other light and healthy food prepared with fresh ingredients. Management of Canteen Service at UNICEF premises The selected service provider shall be responsible for assuming all employer related responsibilities for the personnel engaged by him/her, and for fulfilling all obligations and commitments. The Contractor shall be responsible for making the appropriate salary payments, social expenditures, insurance and safety arrangements for staff working in the canteen. The Contractor will assume total responsibility for contracted staff behavior and performance as well as take care of the training of the staff, their substitute, and backup in cases of unavailability such as illness and annual leave. The following will be provided/arranged by UNICEF Full canteen space with air conditioner, lights, fridge, oven, dishwasher, etc. Electricity, water, and other related utility services will be provided to the Contractor free of charge. Tables and chairs are provided for the canteen area. However, it is anticipated that the service provider will keep the surface of the tables and washing area cleanand tidy on a constant basis; The following should be provided/arranged by the contractor All Consumables necessary for the operation of the canteen facility will be provided by the service provider Where applicable, the expiry date of the food items should be visible Maintain cleanliness of the canteen Waste removal 5. Reporting requirements The service provider will keep a record of utensils received from UNICEF and will hand them over at the end of the contract. 6. Payment Schedule In case of food being served during any official event payment will be made within 30 days of UNICEF's acceptance of deliverables. Food personally purchased by the staff members to be paid directly to the vendor on regular basis. 7. Qualification requirement of the company/institution/organization Well-reputed. Long experience in providing catering services. Need to include smart female well trained staff in addition to male staff to provide this service. Have in-house logistical capacity to cater to all related services. The Service Provider should hold food preparation, hygiene and customer care qualifications. The service provider should have a professional chef with experience of cooking wide range of food as mentioned above. The Provider should have minimum 3 years of proven experience in provision of canteen/ restaurant services. Should have adequate, experienced and skilled workforce in operating corporate canteen services. Members of the proposed workforce should be well behaved, andhave knowledge of customer care including being able to communicate well in spoken and written English. Having company website or email to communicate with the client to (1) share menu of the day or (2) take order by choice or (3) notify any delayed arrival of food in advance, will be considered asan added advantage. Company should be registered with the Registrar of Companies to do business in Bangladesh 7a. Qualification requirement of the team (optional) Below are the basic elements that the prospective firms should provide as part of their proposal in order to allow a proper assessment ofthe responsiveness of the proposal: Introductory note Company profile List of companies where services have been provided in the past 3 years CVs of key individuals proposed for the assignment Outline of the methodology to be provided to implement the assignment, this may include but not limited tohow you will implement the assignment if selected.
