Description

This is a sources sought notice. The U.S. Coast Guard intends to award a 5-year sole source Firm Fixed Price task order to Environmental Systems Research Institute (ESRI) Inc. under GSA Contract GS-35F-253CA to provide ArcGIS Pro Professional IT/Consulting support, and a Data Store service for ArcGIS Online (AGOL) environment. ArcGIS Pro Professional IT/Consulting support and AGOL is required for continued sustainment of the U.S. Coast Guard-s geospatial platform “Sextant”.

ESRI is the sole provider of these services, including the consulting and professional services and ArcGIS Online Data Storage which is not available through any other provider and no other vendor has a comparable solution that can meet the Government's requirement. A Limited Sources Justification will be issued under the authority FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

This capability is vital to achieving USCG-s mission and compliance with the Congressional Security and Accountability for Every Port (SAFE Port) Act of 2006 (46 U.S.C Section 70107A). Sextant was implemented to replace the obsolescent technology stack of CG1V Ozone Widget Framework (OWF) and continues to improve tactical decision-making, situational awareness, operations monitoring, rules-based processing, and joint planning in a coordinated environment.

The place of performance for this support is at the contractor-s facility and remote.

The anticipated North American Industry Classification System (NAICS) code for this requirement is 513210 - Software Publishers with a size standard of $47 million.

This sources sought notice is issued solely for market research purposes and to determine whether there are any other sources that can support the ArcGIS Pro Professional IT/Consulting support, and a Data Store service...
