Request for proposals are invited for WAFPUR Baseline Survey Consultancy.
The FPUR project aims to measure consumer preferences towards healthier parboiled, unpolished rice (PUR) and fortified parboiled unpolished rice (FPUR) in Nigeria, by leveraging institutional demand to significantly increase demand, production and consumption, particularly among children, leading to improved nutritional status and contributing to a healthier population.
Specific objectives:
The evaluation more specifically, will:
Identify current landscape, processing capacities, demand and supply status of PUR including the different varieties currently available to consumers across the selected states.
Identify current status of project indicators quantitatively. This metrics include production and sales volume of PUR and FPUR, differentiated by type and target markets among processors, revenue/income generated from PUR and FPUR sales, compared to non-fortified rice.
Investigate gaps in the production and supply chain of the FPUR with feasible recommendations.
Identify consumer Knowledge, Attitudes and Practices towards nutrition and rice consumption (e.g., frequency of rice consumption, diverse food intake, understanding of healthy eating habits).
Alongside KAP, analyze consumer preferences and attitudes: Preference for PUR/FPUR over non-fortified rice, perceived benefits/barriers, willingness to pay more.
Assess current awareness and adoption status of fortification processes and quality control measures among rice processors.
To understand how production cost differences impact the cost neutrality of switching from polished rice to parboiled, unpolished rice (PUR) and fortified parboiled unpolished rice (FPUR) for institutional buyers.
Other evaluation objectives relevant to targeted beneficiaries:
Primary school children (NHGSFP participants) and other players within the NHGFSP Framework
Understanding of PUR/FPUR-s nutritional value.
Procurement procedures for buying PUR/FPUR.
Potential challenges to adopting PUR/FPUR.
Rice processors:
Production and sales volume of PUR and FPUR, differentiated by type and target markets.
Income generated from PUR and FPUR sales, compared to non-fortified rice.
Compare production costs of PUR/FPUR to non-fortified rice.
Identify major cost drivers.
Explore potential cost reduction strategies.
Social and Behavioral Change Communication (SBCC) Mechanism:
Identify and assess existing and potential SBCC approaches for promoting and driving adoption of PUR and FPUR.
The selected firm is tasked with conducting a baseline evaluation to establish benchmark values for project performance measurement. The evaluation will cover:
An understanding and identification of scope of different entities like NHGSFP with high number of children (target is 1.4 million children) who can serve as institutional buyers for
the project.
Analysis of current landscape, processing capacities, demand, and supply status of PUR across selected states with rice processors.
Assessment of project indicators such as production and sales volume of PUR and FPUR, revenue generated, and consumer preferences.
Investigation of gaps in the FPUR production and supply chain with recommendations.
Examination of consumer Knowledge, Attitudes, and Practices (KAP) towards nutrition and rice consumption.
Analysis of consumer preferences and attitudes towards PUR/FPUR.
Assessment of awareness and adoption status of fortification processes among rice processors.
Evaluation of production cost differences (cost-neutrality) and impact on institutional buyers.
Understanding of PUR/FPUR-s nutritional value, procurement procedures, and challenges among targeted beneficiaries.
Identify and assess existing and potential Social and Behavioural Change Campaign (SBCC) approaches for promoting and driving adoption of PUR and FPUR.
