The City Climate Finance Gap Fund (“Gap Fund) is a partnership among donors: the German Federal Ministry for the Economic Affairs and Climate Action (BMWK), the German Federal Ministry of Economic Cooperation and Development (BMZ), and Luxembourg-s Ministry of the Environment, Climate and Sustainable Development. Implementors are the European Investment Bank (EIB) in partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the World Bank (WB). For this BID the implementor is GIZ

The Gap Fund supports cities in their development and implementation of climate strategies and investment projects. Climate change associated risks for Zanzibar are in the form of an increased likelihood of extreme temperatures, rising sea levels, erratic and unpredictable rainfall patterns, and variability in precipitation. To adapt to dimate change and mitigate the climate-related risks, the Zanzibar City Council and Small towns (ZCCS) provides a “response framework that guides the island in developing a dimate-resilient and sustainable economy.
