Description
DLA-Aviation is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest and the resources to support this requirement to remove old equipment, design, fabricate, and install tanks and equipment to support the wet chemical cleaning processes for various metal parts. Required chemical cleans are as follows: alkaline deruster, aqueous degreaser, epoxy paint stripper, alkaline permanganate scale conditioner, and mildly acidic scale remover wet processes. The fully developed system with all sensors and instrumentation must integrate into the Navy-s existing Direct Digital Control (DDC) system and provide updated graphics for the front-end operating system, Desigo, for the remote monitor and control of the system.
Chemical Cleaning Line processing must include Push-Pull ventilation system, consisting as follows: Pull Side Ventilation Hoods, Exhaust Stack, Exhaust Fans, and Mist Eliminators.
Exhaust Stack must be designed to handle the CFM requirements and achieve an exit air velocity between 3000-4000 feet per minute (FPM). Stack shall not have any cap or obstruction that would interfere with the exhaust air from traveling vertically from the stack. Stack shall reach a minimum height of 65 feet from grade and fabricated from 3/16-- and ¼” thick PVC.
Push Pull Ventilation must comply with must comply with the San Diego Air Pollution Control District (SDAPCD) Rule, SDAPCD Rule 67.61, “Cold Solvent Cleaning and Stripping Operations”; American Conference of Governmental Industrial Hygienists (ACGIH) Standard, “Industrial Ventilation: A Manual of Recommended Practice for Design”, (specifically §13.70 Open Surface Tanks and §13.72 Push-pull Ventilation); and the American Society of Safety Professionals (ASSP) Z9.1 Standard, “Ventilation and Control of Airborne Contaminants during Open-surface Tank Operations”.
