UPU is responsible for setting up rules for international mail exchanges and makes recommendations to stimulate growth in mail, parcel and financial services volumes and improve quality of service for customers.    The UPU consists of 4 bodies viz: The Congress, The Council of Administration (CA), The Postal Operations Council (POC) and The International Bureau (IB); along with 2 cooperatives: Telematics Cooperative and EMS Cooperative.
